From Ashes to Energy: Miami-Dade's Controversial Plan for a New Incinerator Near Miramar

Miami-Dade County is considering building a new waste-to-energy (WTE) facility, or mass burn facility, at the old Opa Locka West Airport located near the border of West Miramar. This new facility is intended as a replacement for the Doral incinerator, which was destroyed last year by a fire. The previous plant was built prior to residential development in the area.

Mayor Wayne Messam and the City of Miramar Commission have been vocal opponents of the new facility. The proposed site is less than a mile away from the City and could negatively impact residents’ health and air and water quality.

Waste-to-energy incineration involves burning municipal solid waste to generate electricity and/or heat. It's a controversial technology with both staunch supporters and detractors. Incineration can reduce the volume of waste by up to 90%, significantly diminishing the need for landfills. This is particularly advantageous for places like South Florida, which are both highly populated and have very low elevations. WTE plants convert waste into heat, which is used to generate electricity.

Opponents of WTE incineration point to potential health impacts. Incineration releases pollutants, including carbon dioxide, dioxins, furans, mercury, and particulate matter, into the atmosphere. While modern WTE plants employ pollution control technologies, the potential for harmful emissions remains a concern. Also, the energy recovered from waste incineration is often less efficient than other forms of renewable energy, such as wind or solar power. Investing in WTE facilities can lock regions into long-term commitments to provide sufficient waste to feed the incinerators, potentially undermining

efforts to move towards a more circular economy.

The Miramar City Commission specifically called out a list of potential health consequences including:

• Particulate matter leading to lung and heart diseases.

• Heavy metals like lead and mercury causing neurological diseases.

• Toxic chemicals such as PFAS and dioxins associated with cancer and other health issues.

The Doral incinerator was believed to have emitted pollutants associated with severe health risks such as cancer, respiratory problems, and reproductive health risks. Further information from the Global Alliance for Incinerator Alternatives emphasizes that burning trash impacts efforts to reduce greenhouse gas emissions and contributes to air and water pollution.

▸ The City of Miramar has created a page on its website with more information on the potential project.

THE SURGE OF AUTO CRIMES & HOW TO PREVENT THEM

In an era dominated by technological advancements, automobiles have become an integral part of our daily lives. However, alongside the convenience they offer, the rise in auto crimes has become a pressing concern for law enforcement and the public.

The landscape of auto crimes is evolving, presenting new challenges for law enforcement, and necessitating increased awareness among vehicle owners. Despite advancements in security measures, auto theft remains a prevalent concern. Criminals employ various tactics to steal vehicles, from exploiting keyless entry vulnerabilities to gain unauthorized access to simply stealing vehicles left unlocked, with keys inside.

Generally, there are two types of auto thieves: The ones who target specific vehicles for financial gain, whether it be to sell as a whole or strictly for the value of certain parts; and those who commit crimes of opportunity, stealing vehicles left unlocked for joyrides or to use while committing other crimes.

Whether you drive a vehicle that is often targeted, such as a “muscle car” or truck with an expensive trim package, or not –all vehicle owners should take necessary

precautions to help prevent theft.

Preventive Measures and Solutions

Vehicle owners should utilize advanced anti-theft technologies and consider investing in modern security systems, such as GPS tracking, immobilizers, and alarm systems, to deter potential thieves.

Miramar auto crimes detectives recommend going a step further by installing a secondary GPS, such as an Apple Airtag, Tile Pro or other tracking device. Why? Thieves are trained to disconnect the manufacturer-installed GPS (ONSTAR, UCONNECT, etc.) within minutes of stealing the vehicle. A secondary tracking device has helped police track stolen vehicles faster, minimizing potential damage.

Additionally, vehicles that are more prone to theft should always be parked in well-lit areas and blocked in by another vehicle if possible. Also, always ensure key fobs are not being left inside vehicles.

The illicit market for stolen car parts is a lucrative business for criminals. Organized crime groups operate "chop shops" where stolen vehicles are disassembled, and individ-

ual parts are sold on the black market. This not only poses a financial threat to vehicle owners but also creates challenges for law enforcement in tracking and recovering stolen parts. If you believe a home or business is operating as a “chop shop,” please contact the police immediately.

Catalytic converter thefts are also still occurring. Converters are a hot commodity for the precious metal found inside. It takes a thief less than a minute to saw off a catalytic converter from underneath your vehicle. Consider investing in an anti-theft device that can make the removal of converters more time-consuming. Other considerations include setting a vibrating triggering alarm or having your vehicle identification number (VIN) etched onto your converter.

Combating these offenses requires a multi-faceted approach involving technological advancements, public awareness, and collaborative efforts between law enforcement and our communities. Please always remember if you see something suspicious call the police immediately.

IN HONOR OF APRILMY TAX QUIZ: HOW MUCH DO YOU KNOW ABOUT ESTATE TAXES?

TRUE OR FALSE: Estate or Inheritance Tax in Florida is higher than the national average. False. Thankfully, there is no state inheritance tax in Florida.

TRUE OR FALSE: If you inherit money in Florida, you must pay income tax on the money received. False, Beneficiaries in Florida do not pay income tax on money received from an estate because inherited property does not count as income.

TRUE OR FALSE: Floridians do not have any Federal Estate Tax: False. Even though Florida doesn’t have an estate tax, you might still owe the federal estate tax, which kicks in for estates worth over $13.61 million for 2024.

TRUE OR FALSE: Proper estate planning can help in taking advantage of tax deductions. True: If you do have an Estate Tax burden, properly structured estate planning can leverage available deductions, potentially reducing the overall tax burden on your estate.

TRUE OR FALSE: A well-crafted estate plan can prevent the need for paying unnecessary taxes. True: A well-crafted estate plan can incorporate strategies to minimize unnecessary taxes, allowing more of your assets to be passed on to your chosen beneficiaries.

TRUE OR FALSE: There are situations in which Floridians will have to pay some form of inheritance tax. True: These are some situations where you would pay taxes:

Withdrawing certain funds from retirement accounts: some income taxes can be levied on the funds withdrawn from these accounts after the account holder's death (but withdrawals from Roth IRAs are not taxed when someone dies) receiving income from an estate: If income producing property is in an estate there may be a tax on the income received before the property is transferred to the beneficiary.

Selling inherited assets. As mentioned, income taxes don't apply to property received directly from an estate or trust. However, if you sell property that you inherited, the funds you receive may be subject to federal income tax if the asset has gone up in value after the decedent's passing. As an example, if you inherit stock with $20 on the date of death and sell it for $25, the $5 gain would be subject to tax.

TRUE OR FALSE? The IRS will email you if they have a question about your return. False. The IRS will never contact you via email.

FUN FACT: Did you know the most misused Social Security number of all time was 078-05-1120? In 1938, as part of a promotion to sell wallets through Woolworth, a wallet manufacturer wanted to demonstrate how a Social Security card would fit into its wallets. A sample card was placed inside each wallet and displayed the Social Security number of the company’s secretary, Mrs. Hilda Schrader Whitcher. The sample card was half of the size of an actual Social Security card and written in red, with “Specimen” written in bold, over 40,000 people reported 078-05-1120 as their own social security number on tax returns.

Two Invaluable Putting Tips

Putting using a name or line on your ball can really help in setting you on the correct path line. The key is to use your dominant eye so you will not struggle in correctly lining up your ball.

First, to determine your dominant eye, hold both hands out in front of you clasped together and create a small hole to look at the flag. Close one eye at a time to determine which eye is still able to see the flag. The eye that you see the flag with is your dominant eye and you will want to use that eye in lining up your ball.

If you are left eye dominant you will want to aim your ball line with your left hand. If right eye dominant, use your right hand to aim your ball line at the target. Use the same hand to increase the odds of getting the ball directly in line between your dominant eye and the target. You should now find it much easier to aim the ball directly at the target.

Once your ball is all lined up, go set up to the ball and make sure the clubface alignment matches the balls. Now you are ready to stoke it at your target. Trust your aim, begin focusing on your speed and you will become a better putter. If you are having difficulty matching your putter to the line (so it feels like you are aiming at your target), you may want to change your set-up until they match.

Check to see if your eye is directly over the ball. Think about why this is so important. When you line up to putt you want to see the direct line from the ball to the intended target. In this case, it’s the hole that you are putting the ball into. Set up to putt with your normal putting stance over the ball and place a ball under your eye. Now you want to release that ball to see if it lands directly on top of the ball that you are using to putt into the hole. If the ball lands before it, you are standing too far away. If the ball lands past the ball to the right, you are standing too close. Keep trying this test to make sure your eye is directly over it with the ball always landing directly on top of it. You will be surprised how you need to make the proper adjustment to get the eye directly over the ball and see the right line that you are stroking the putter head on the same path your eyes see it.

As always, see your local teaching Professional for a putting lesson. No one knows the game better than them.
