How Citizenshipby-investment is Helping Antigua and Barbuda Thrive Text by EC Holdings

More than any period in the life of Citizenship-by-investment (CBI) programmes, the last few years have emphasised the need for this significant non-tax revenue source for East Caribbean Island economies. The five countries in the region which offer citizenship by investment programmes primarily rely on tourism receipts to fund government operations. However, due to the pandemic commercial aircraft were grounded globally with the consequence that tourism revenue was zero. For these small island nations, the governments were able to meet most of their financial obligations from the revenue generated through their respective CBI programmes. DESTINATION ZW EDITION 5

The Citizenship by Investment Programme (CIP/ CBI) allows individuals to obtain citizenship in a country by making a significant economic investment. Applicants and their families must undergo a rigorous application process, including background checks, to be eligible for the program. Over the past seven years, in the case of Antigua & Barbuda and Grenada, and for more than a decade in the case of Dominica and St Kitts and Nevis, CBI programmes have played an increasingly vital role in the fiscal life of these countries. It is estimated that CBI contributes upwards of 40

percent of Dominica’s and St Kitts’ GDP and 10 to 15 percent of Antigua’s, Grenada’s and St Lucia’s. The funds are also used to support much-needed social programmes and the budgets of some government departments, including social security and pension disbursements. Apart from the direct cash that flows to the government, the programmes also contribute to the economy through real estate and construction projects, supporting the maintenance of existing jobs and creating new ones in those sectors. Following the 2008 global meltdown caused by the collapse of the USA sub-prime mortgage fiasco, financial

institutions shifted from lending to hotel projects in the Caribbean region. Financing for such projects largely dried up as a result. Currently, 99 percent of hotels being constructed, renovated, refurbished or expanded are doing so under CIP/CBI. In St Kitts, there are over 120 approved developments, whilst in Antigua, that number is more than 40. In Grenada, there are more than 20 approved developments; in Dominica, ten, and in St Lucia two. It is reasonable to deduce that these projects would not have been possible without the existence of citizenship by investment. For several years, Antigua and Barbuda had a thriving online gaming sector, employing thousands of locals in full-time and part-time jobs, which fostered a budding middle class. In time, the US enacted legislation making it illegal to use US-based financial services such as credit cards to pay for online betting. This caused the industry’s demise, with some operators closing their businesses and others moving to different jurisdictions outside of the Caribbean. Needless to say, many individuals lost their primary income or secondary income. Antigua and Barbuda, for instance, was able to provide more than 3,000 relatively highpaying jobs during the peak of the gaming industry; more than 90 percent of these jobs were lost, resulting in a severe impact on the middle class.

Another service sector that was for the most part wrecked by the actions of external forces is the offshore banking sector. Here again, thousands of families relied on the income from full-time jobs, which disappeared over an abbreviated period of time. Currently, there are only

a handful of offshore banks operating in Antigua and Barbuda.

expenditures, meet loan payments, and support infrastructure development and capital projects. I am willing to listen to alternative solutions to meet this funding gap. Given the above, it should become evident that the survival of these programmes is essential to the viability of these economies. Interior designer Belinda Jones said she had wanted to do justice to the key elements of this iconic thatched structure which soars seven levels, such as the

rough textures, grass, gum poles, timber, woven basketry and leather. “The main theme has always been Ndebele. We have reintroduced those vibrant colours and traditional elements,” Mrs Jones said. “Large canvases pick out elements of Ndebele art and traditions.”

She drew her inspiration for Victoria Falls Safari Lodge’s new palette from the changing colours of the sky, which, along with the wilds of the Zambezi National Park, including a waterhole frequented by elephant, buffalo, and a variety of other game, make up its spectacular vista. “The hotel is westward facing with views of the bush and the vast sky stretching into the horizon. We are celebrating all of the hues of the sky from the deep morning blues to the extraordinary sunset colours,” she said. “With views over the waterhole, and small game on the property, we are spoilt with so many animals around. They too have been celebrated in the hotel, photographically and in the artifacts,” she added. Victoria Falls Safari Lodge’s new look also features furniture and fixtures in rich and contrasting pale timbers with repurposed woven details and vibrant fabrics, while decorations include traditional utilitarian basketry and objects. The newly renovated waterhole facing and standard rooms exude an elegant and soothing ambience, and each one has been masterfully designed to create an oasis of comfort, while the suites offer the perfect blend of comfort and luxury, where every detail has been thoughtfully curated to ensure a memorable stay for guests. Their rules and regulations ensure a high standard of professionalism, transparency and fair pricing. He also said he recommends using a travel agent, rather than booking online, particularly for the backup of being able to see or speak to a consultant in person. When booking online you are restricted to an online bot and it can be difficult to get answers to specific questions. He pointed out that this could be seen during the pandemic when passengers were stranded all over the world. Most airline offices were closed so if you booked online the system would not allow a rebooking or an alternative flight, whereas for passengers who had booked through an agent, we were still able to work/ assist from home and if the particular airline they were booked on was grounded, we could still request a refund through our Global Distribution System and rebook them on an alternative airline or on the same airline on an alternative date. He added, “In days gone by Travel Agents were mainly for selling flights only, but now most Travel Agents sell a broad spectrum of services, including flights, airport transfers, travel insurance, hotel reservations, selfcatering accommodation, all-inclusive resorts, activities, tours, sightseeing tours, car hire, boat cruises, train and bus tickets, cooking tours, hiking tours, mountain (Kilimanjaro, Everest) climbing tours, gorilla trekking tours, theatre tickets, sporting events as well

as concert tickets and big acts. Basically a Travel Agent should be able to sort out your travel from the time you leave home till the time you return home – a one stop shop.” While a lot of local Travel Agents specialise in outbound flights for Zimbabwe residents – whether for business or leisure, Nyati Travel and Tours focuses more on inbound travellers – although locals can also book tours and safaris. And you can book outbound flights through them too. It was started in 1991 by two Dutch teachers who wanted to bring small groups of friends and family from Holland to Zimbabwe and take them on various trips and tours around the country to experience the unique flavour of the country. They have their own fleet of chauffeur driven vehicles including SUVs and a 12 seater Toyota Hi-Lux so there’s no need to book from another separate company. Having a chauffeur also relieves some of the hassles of dealing with Zimbabwe’s sometimes difficult roads and traffic regulations, especially when driving in the city centres. The chauffeur can deal with toll gates, traffic stops and other problems that might arise. If there’s a flat tyre the chauffeur can change it and if there’s a more serious problem, like a leaking radiator, he can immediately arrange alternative transport.

We spoke to Tanaka Jazi at Nyati who said the most popular tour for international travellers is the 10 to 12 day, all-inclusive package – although all tours and safaris can be tailored to suit the individual group’s wishes. A typical 10 to 12-day package would start with visitors being collected from the airport and taken to their accommodation. Thereafter there’s a Harare City tour (walking or driving) to take in the major sites like the National Art Gallery, Africa Unity Square, the Cathedral, Heroes Acre and Mbare Market – with lunch at Gava’s Restaurant. The tour guide explains the history and significance of each site for visitors to get a better understanding of Zimbabwe city life and the history of the capital. This could be followed by a two night stay in Nyanga and a visit to Mutare. Thereafter travellers would go to Masvingo to view the Great Zimbabwe Ruins, and then on to Bulawayo for another city tour. From Bulawayo they would travel to Hwange and ultimately Victoria Falls where most visitors would fly out. All accommodation, meals and incidentals are provided. This is just a sample of the many tour packages that Nyati can cater for – all under one roof. They can also do golf tours, fishing and birding tours, cultural tours and safaris in the National Parks. Something for everyone.

HWANGE’S ELEPHANTS & OTHER SPECIES MIGRATE TO BOTSWANA Text by Martin Chemhere Hwange National Park, home to the second largest concentration of elephants in the world, is reportedly experiencing another wildlife migration since 2019. Waterholes have reportedly dried up due to the drought induced by the low rainfall received between November and March. Zimbabwean wildlife authorities say it’s not only elephants that are migrating but almost every animal that needs water in the park. Culminating in a sad and disturbing chapter in the park’s recent wildlife histories. The situation is sad and disturbing since Zimbabwe is currently in pursuit of a US$5 billion tourism economy by 2025, and has been experiencing good visitor numbers since the reversal of the lockdown. The local tourism industry is growing as evidenced by the ongoing structural developments mainly in Victoria Falls where the building or establishment of hotels, camps, restaurants and even holiday apartments are on the rise.

One big question comes to mind! To what extent would the migration impact the growth of Zimbabwe’s tourism industry? The truth is no one knows at the moment. However, migration might temporarily affect the recovery that had begun to be experienced across the hospitality, air travel and safari circuits. The drought situation doesn’t augur well for Zimbabwe, currently receiving more than 20 regional, continental and international airlines through its various international airports like Victoria Falls International Airport and Robert Gabriel Mugabe International Airport. While the industry understands that migration is part of the wildlife kingdom, and is a common occurrence between Hwange National Park and Botswana, it is concerned with the way nature is coming back to haunt it. When the country’s largest national park is hit by a drought of this magnitude, there is huge concern among industry players and the government! Any level of drinking water shortage for the precious wildlife is a source of worry, especially in an industry that looks after thousands of workers and is an economic backbone.

The situation in the 14 650 square kilometre park could get worse based on the Meteorological Services Department’s forecast of El Nino-induced low rainfall this season.

Secondly, a decrease in tourist numbers in the park would mean a loss of revenue for the government, the park itself, and local businesses that rely on tourism.

Home to over 50,000 elephants, the second largest in the world after Botswana (130, 000), tourist interest in the area will likely go down though locally based operators may not immediately feel the impact.

Thirdly, few tourists visiting Hwange could lead to job losses in the region’s tourism sector, as well as in other sectors that support tourism, such as transportation and accommodation. In addition to the direct impact on tourism and jobs, the drought is also likely to have some indirect impacts, such as increased poaching and more conflict between humans and wildlife.

There is a need to protect Hwange National Park and its wildlife from the impacts of drought and climate change. The Zimbabwean government, conservation organizations, and the international community need to work together to ensure that this iconic park remains a thriving ecosystem for future generations.

As of 2021, the park had 110 boreholes, a large number of them solar-powered. The current drought is likely to hurt tourism and jobs in that part of the country. Firstly, there will be reduced numbers of tourists coming to Hwange National Park to see its iconic wildlife, such as elephants, lions, and rhinos. As the drought forces many animals to migrate in search of food and water, tourists are less likely to see the animals they come to see, which could lead to a decrease in tourist numbers.

Increased poaching will be experienced since poachers will most likely target animals that are weak and vulnerable due to drought. This would further damage the park’s wildlife and reduce its attractiveness to tourists. More conflicts between humans and wildlife will result from animals moving outside of the park in search of food and water. This

It is important to note that the drought in Hwange National Park is not unique. Droughts are becoming more frequent and severe due to climate change. This is a serious threat to wildlife and to the communities that rely on tourism. Action to reduce greenhouse gas emissions and mitigate the impacts of climate change must be taken seriously by all.

ARTS CENTRE SET TO REJUVENATE HARARE Text by Martin Chemhere The setting up of the Zimbabwe Creative & Cultural Arts Centre (ZICCA) in Harare has brought hope among art practitioners in and outside Harare, who experienced the closure of galleries due to various factors before Covid-19 struck and during its peak. The market for the arts industry had already been affected due to weak economic activities, and the absence of international tourists who are among the biggest buyers. ZICCA operates from the former Greatermans store along Jason Moyo Avenue and is already offering space for emerging and established artists across all genres from culinary, literal, and visual to music, dance, design, and fashion. It was established by Dr Nozipo Maraire, a neurosurgeon and author, sitting on the board of the National Arts Council (NAC). She has a strong interest in the arts and comes from an artistic family. The centre was set up to increase the art space in the city and to lure back the city’s residents who have

since become disinterested in accessing the CBD. It has reportedly hosted fashion and music from SS Fabrik Party, a youth-led art and design platform. Other exhibitions include “Framing the City”, a two-men visual arts exhibition showcasing works by Tapfuma Gutsa and Wycliffe Mundopa. The exhibition was curated by Moffat Takadiwa. Harare’s art scene has seen the closure of galleries like Gallery Delta, whose foundercouples Derick Huggins and Helen Lieros have passed on, Sandros Gallery, and John Boyne Gallery, only to name a few. Based on this decline, the arts scene is looking ahead to experiencing more vibrant opening nights and exposure to emerging and established visual talents.

Text by Martin Chemhere Several tourism industry players received prizes at the Association of Zimbabwe Travel Agents Awards held at the Meikles Hotel on 30 September 2023. Hosted in Harare every year, each awards ceremony focuses on a new theme for the event. The awards concept is a great way to reward different airlines, lodges, agents and companies with a certificate for their great service, as voted by the Zimbabwe travel industry. The biggest winner of the night was Africa Albida Tourism, whose several operations went home with awards. The winners included Victoria Falls Safari Lodge for Best Resort Hotel, Victoria Falls Safari Club (Second Runner Up in the Best Boutique Hotel category) and Lokuthula Lodges also in Victoria Falls, who walked away with two awards, one for the Best SelfCatering property for the 9th year and the second for Best Bed and Breakfast facility. Other winners were Meikles Hotel, which received the award for the Best City Hotel, Palm River Lodge (Best New Establishment), Banff Lodge (Best Bed and Breakfast), Antelope Park (Best Safari Camp (Tented), and Amalinda Lodge (Best Safari Camp (NonTented). Zambezi Expressions won Best Mobile Safari Operator, Airlink (Best Regional Airline) and Emirates (Best International Airline). Amanzi Lodge won Best Bed & Breakfast/Guesthouse, while Best Safari Camp (Tented) went to The Hide Safari Camp in Hwange. Commenting on social media, Lura Evans, AZTA Awards Chairlady said: “Thank you for attending our AZTA Awards ceremony 2023. We hope that you all enjoyed and had fun. “Congratulations to all of our winners. You are an inspiration to the industry. May you all continue to strive for excellence and a professional travel industry.” The awards also raised some funds that will be donated to the charity organisation Friends of the Vumba, thanks Terry-Anne and her team from Travelport for taking on the casino. Evans extended “a very big thank you” to Meikles for making the event memorable even when the hotel was under renovation. “Meikles were all so very helpful and accommodating and as usual, the food was impeccable.”

Live music band FaB Fusion dished a wonderful repertoire! They have such a variety of music to suit all tastes! During the same event, Evans announced the following outgoing AZTA Awards committee members - Wendy Bourne, Kelly-Anne Tavares, Aqua Evans and Stan Higgins. “For more than 7 years, the quartet gave their time and running around, all that has been very much appreciated”, Evans paid tribute. AZTA was formed over 60 years ago by a group of travel agents with the intent of joining forces to become one voice for suppliers and authorities, thereby ensuring it would be represented and respected as an industry player. The organization has grown its membership drawn from throughout Zimbabwe and is registered with associations such as IATA (International Association of Travel Agents), UFTAA (United Federation of Travel Agents’ Associations), TBCZ (Tourism Business Council of Zimbabwe), FESATA (Federation of Eastern and Southern African Travel Agents), ZTA (Zimbabwe Tourism Authority).

Zimbabwe has a lot to offer visitors, including stunning scenery, diverse wildlife, and a rich cultural heritage. With its tourism industry on the rise, Zimbabwe is a great destination for travellers looking for an exciting and authentic African experience. In 2016, Rangarirai Muzapu and Mavis Sibanda published a paper titled Tourism Development Strategies in Zimbabwe in which they encouraged the Government to establish Tourism Development Zones (TDZs). The Zimbabwe Tourism Authority (ZTA) recognises the potential of Tourism Development Zones (TDZs) to contribute to the growth of the tourism industry in Zimbabwe, as outlined in its 2023 Zimbabwe Tourism Investors Prospectus. Here we publish an extract from the ZTA prospectus:

The Tourism Development Zones (TDZ) concept is provided for in the Tourism Act (Chapter 14:20) where the Minister responsible for Tourism can designate an area or site as a TDZ. The major objective is to promote tourism development and ultimately economic development in areas with high potential in tourism but which have remained underdeveloped. To date having assessed the tourism potential of certain areas/ regions in the country, the following areas having been designated as TDZs; • Beitbridge Gwanda Shashe Limpopo • Chiredzi-Gonarezhou • Eastern Highlands • Kariba & Zambezi Valley • Lake Chivero & Manyame • Masvingo Great Zimbabwe • Matopos • Mudzi • The Midlands

TDZ Investment Incentives Government through the Ministry of Finance has provided the following incentives for investors in the TDZs. • • • • • •

Taxable income of an operator in a Tourism Development Zone, Finance Act No. 27 of 2002; First 5 years of operation……………….0% Second 5 years of operation………...15% Third 5 years of operation……………..20% Thereafter, normal rates of corporate tax will apply. Duty rebate on capital goods imported for use in the TDZ, Statutory Instrument 50 of 2006.

This is provided for under Statutory Instrument 50 of 2006 where any tourism company or organization, in a TDZ, wishing to claim a rebate of duty should produce to the Customs Commissioner, a valid importer’s license issued

by the Zimbabwe Tourism Authority and particulars of the specific equipment or machinery which it desires to import under rebate.

The following are incentives that have been provided by Local Authorities of the TDZs: • •

Land available for development at concessionary rates. Proponents have liberty to come up with proposal of sites and tourist activities to be carried out. All those developing within the TDZ will not pay for the use of natural resources like pit-sand, river – sand and stones within the district. The council will offer facilitation to investors in the TDZ especially with respect to the provision of electricity and water. No payment of lease, levy and license fees for a period of 5 years for developing chalets and 7 years for developing lodges. Free use of raw materials such as river sand, pit sand and stones.
